CARSA consolidates its position in Europe with the completion of the study
CARSA has successfully implemented and finished the study to generate The National Plan to Attract and Retain the essential Human Resources for the Development of Research, for the Ministry of Higher Education and Research of Luxembourg.
In the current context of lack of highly specialised human resources, a problem common to all countries in the world has made Luxembourg choose CARSA, as Strategic Consultancy specialized in R&D, to carry out this ambitious plan, which will have a profound economic impact for the country.
CARSA has designed Specific Individual Action Plans to attract and retain researchers to public R&D centres and to the University of Luxembourg. Also, this Basque Consultancy has developed an Action Plan for the public institutions in Luxembourg (Ministry, Agencies and Organisms in charge of Research and Innovation), containing the tools and mechanisms to help the R&D centres during the implementation of the actions, and to monitor the progress of the plans during the next three years.
CARSA has conducted a pioneering study on salary policy in the area of research in order to have an overview and to better understand the differences between the R&D Centres and the private sector in Luxembourg. CARSA has also examined the barriers and disadvantages faced by researchers when established in Luxembourg, taking into account the Biltgen-Gago Initiative about the needs in social security and pensions of researchers who move between European Union member states.
The study has included a deep and specific analysis on the situation of each R&D institution in Luxembourg, which has highlighted their needs and strengths. Additionally, an international benchmarking exercise has been performed, where best practices from Slovenia, Ireland, Iceland, South Korea and Switzerland have been identified and extrapolated to the characteristics of Luxembourg.
With the completion of this study, CARSA consolidates its position as an actor at European level in the Design and Implementation of Policies, Programmes and Plans to best manage R&D Human Resources.
