CARSA EMS is a separate division of CARSA located in Brussels, with expertise in complex technological processes.
EMS was founded in 1994, as a result of CARSA’s evolution. Over the past 8 years, CARSA has developed a series of individual instruments and methodologies, related to Technology, Innovation and Internationalisation. Such regionally applicable instruments as Diatec®, Innotec, Eurodifusion and DonQ Method®, and services to companies such as guidance on involvement in European Community projects have become a characteristic product of CARSA.
Two years ago, and largely at the behest of certain public bodies, CARSA was asked to provide comprehensive consultancy (for example: technical assistance for handling a specific area of technology, including the assessment of tenders, the promotion of prospective participants, the coordination of approved projects, etc.).
CARSA has decided to create a crosscutting group with staff experienced in integrating all the instruments at their disposal to improve their synergies. This service requires skill and experience, not only in its application but also in its integration and coordination. The result of this process was the creation of the EMS division.
On of the tasks of EMS/CARSA has been to manage the assessment process of the Esprit programme in 1995 and 1996. The EMS division currently comprises a permanent multidisciplinary staff of 6, with new staff deployed whenever necessary.
EMS/CARSA has developed a software package (EVALMASTER) to assist in complex assessment processes.
